From the Inside the House on Elysion Boulevard Stargazer, go forward and across the wooden plank. You'll find yourself on a long, thin balcony, which connects to a rooftop. Get onto the roof and turn right - you should see a large sign on the apartment buildings across a gap that reads, "HOMOMACHINA". Just to the left of a metal rafter pointing towards that sign, there's a ladder down. Take it, and when facing the ladder, turn left at the bottom. Walk forward a bit and look right, spotting the chest in a thin alley.
