You can find this Merchant inside a house beside the Malum District Stargazer. Proceed to the room on the left - to the right of the barrels inside, you'll find a ladder that leads up and to the merchant.

This guy is far better to buy consumables from than Polendina. Cheaper, and has the amazing shot puts.

Apparently there is an item, some kind of rabbit badge? that lets you trade with him and skip killing boss for his good stuff, or having a radiant ergo fragment for the full list early. In the first star gazer of the chapter, there is a nearby path that leads to a mysterious and possibly DLC related golden star gazer that you cant get working. There are three gravestones near that. You can interact with the middle one and get a special item. If you bring it to Polendina, he can appraise it and shed more dialogue about it.

You can get the radiant ergo he asks for from the big undead with extending claws in room beside him. He has a chance of dropping it. He sold more things like fire grinder, shock throwables….etc. than this list. I guess the ergo you give him affects his stock at first.

When you advance enough in the story and defeat all the black rabbits definitively, the Malum District merchant will give you discounts and will have a large number of throwable objects for sale.
