This Record can be obtained by purchasing it from the Wandering Merchant by the Cerasani Allery Stargazer for 6,000 Ergo.
Players will need to speak to the Wandering Merchant before attempting to defeat the Parade Master, we highly recommend buying this from the merchant if you are collecting Records before you proceed any further in different areas or as soon as after defeating the Parade Master if you need some Ergo. Based on some comments about the merchant, eventually, he will disappear if you progress too far.

This wasn't true for me. I didn't have enough Ergo to buy the Record, so I beat the boss, went into Hotel Krat, then teleported back to the alley. He was right there still, able to sell the Golden Record to me. You will need to make sure to get it before the area is completely locked out later in the game, however.
