NOTE: To progress this quest, make sure to speak to Toma and start the Quest before defeating the Scrapped Watchman. Defeating the Boss first before speaking to Toma will result in the Faded Whistle not appearing at the appropriate spot.

From the Stargazer Inside The House on Elysion Boulevard, walk along the rooftops and look for the ladder on your right. Then, as you reach the ground level, look around the streets and locate a lit window without a silhouette from which someone can be heard coughing. Approach Toma by the window and accept the Quest by going through the dialogues.

You will be able to progress her quest after defeating the Scrapped Watchman. This is a Main Boss and can't be skipped.

Within the arena where you fought the Boss, grab the Faded Whistle from the bench and then teleport back to the nearest Stargazer next to Toma's house. Then, trace your way back to the window and once you reach Toma's location, use the Faded Whistle while facing the window. This will complete Toma's Request

      ****, the boy is in the window? I thought he was in the covered rubbish bin the whole time. Other window NPCs at least have a silhouette...

        Alex Murphy was the name of the police officer who, after being gunned down in a raid on a drug den, would become Robocop.

          You can do the quest even after killing the scrapped watchman- just did it while doing some wrapping up before going for Laxasia again.
          The faded whistle will NOT have a blue item-indicator, but a white on the bench with the toys on it.

          • Yes, the Scrapped Watchman is Murphy. The children gifted Murphy a doll they made in his image, and named after him. Although I actually wouldn't regard Murphy as "becoming evil" at all. If you look at his translated dialogue, he actually doesn't seem to be controlled by the King of Puppets, but rather has an awakened ego, or free will. He doesn't kill for the sake of it, but he does it to avenge the children, his only friends. I think Murphy had an awakened ego before the Puppet Frenzy, which was why he was considered a failure in the first place and then scrapped as a project, because awakened puppets don't have to perfectly follow orders. When he was discarded, it was the kids who kept him company behind City Hall. After the Frenzy and the Petrification Disease, the authorities of the city stopped allowing the children to see him, and/or the children would die of the disease or the puppets. Murphy wants to avenge the children, and lashes out in anger, so while he is hostile and a threat, I don't consider him evil. Faded Whistle description: "The children blew the whistle for their friends. He may have been discarded as a failure, but in those moments at least, he was the children's police officer." I'm 99% sure if Toma was the one to enter the boss arena, Murphy wouldn't fight him. He was waiting all that time for his friends to return, and instead we go in looking to fight and kill it. Its just a sad story all around.

              Is murphy the boss before he became evil? Its a police whistle... then the murphy doll shares the same name as friend. But it looks like the scrapped watchman boss.

                Disregard my previous comment. So when you kill the Scrapped Watchman you can find the Murphy doll and a whistle. You have to use the whistle in your inventory outside Toma's window and he will react to it.
