Krat City Hall

After fighting Mad Donkey past the Inside the House on Elysion Boulevard Stargazer, you can unlock the gates that lead into the Krat City Hall. Ahead, you'll find the Krat City Hall Stargazer. Activate it and turn left on the balcony above the stairs to find a Dim Ergo Fragment be a locked gate. Head down the stairs, then defeat the three Puppet Swordsmen and Puppet Dog. By the Electric Shock trap on the right, you'll find a Star Fragment. Further at the corner is an Attribute Purification Ampoule by a corpse.

Turn the corner and head up the stairs. Up here, you'll find another two Puppet Swordsmen by a fountain. From the top of the stairs, head into the alleyway on the left. You'll be able to find a Vivid Ergo Fragment in front of another corpse, and can unlock a shortcut back to the Stargazer at the end of the alleyway. Back at the fountain, head up the stairs. At the top, you'll have three ways to proceed - to the left, right, and straight ahead.

On the left, you'll find Krat News Issue 1124 by a tree that says 'Will you be my friend?'. To the right, you'll find a broken down Puppet Brawler. Take it out and loot the Broken Baby Puppet. This doll can be returned to the Weeping Woman at Elysion Boulevard to complete her quest. This interaction will be covered later in the walkthrough. To progress, head up the stairs leading into the City Hall.

Within the lobby of the building, you'll find two Puppet Swordsmen. Head into the alcove on the left after defeating them. You'll find a chest with the Puppet Destroyer's Amulet. Make your way up to the glowing blue basin at the top of the platform deeper in the city hall. These are called Crack's Calling and can be used to summon Specters that aid you in boss battles in exchange for Star Fragments. Note that if you die to the boss, you will have to resummon the Specter when coming back to rechallenge them. Consider summoning the Specter now as when you open the double doors next to you, you will face a boss.

 

Boss: Scrapped Watchman

As soon as you interact with the double doors, you'll witness a cutscene introducing the Scrapped Watchman. This boss features long ranged and unpredictable attacks. It will mostly attack you with it's long arms, so keep an eye out for it's upper body when it telegraphs it's attacks. Due to it's range, when dodging, it may be safer to dodge into or tot he side of the boss rather than backwards. Watch out for it's multi-hit Fury Attack and try to be out of range as it charges it up or Perfect Guard it as best as you can. Another move to look out for is it's grab attack. Though it won't insta-kill you, it will deal significant damage and knock you down, making you more susceptible to follow-up attacks. You can tell it's about to perform this move when it reels back it's right arm and shoots it out quickly in front of it.

At about half health, the Scrapped Watchman takes on an 'enraged' phase and explodes in electricity, inflicting Electric Shock if you're too close. It will gain a few AoE (area of effect) attacks that cover large ground and will inflict Electric Shock when it hits. You can tell where these attacks will hit from the electric effects on the ground.

After it's been defeated, you will be rewarded with an Overcharged Storage Battery, Broken Hero's Ergo, Core, Quartz, and Small Wooden Officer Puppet. You will also be able to activate a Stargazer in the middle of the arena - the Krat City Hall Courtyard Stargazer. There are a few items you can pick up while you're here. On the lit bench in the arena is the Faded Whistle. In the the building opposite to how you entered the arena, you'll find Venigni's Guide. You won't be able to progress just yet and need to visit Geppetto at Hotel Krat to find the next way forward.

 

Returning the Doll to the Weeping Woman

At any point after you've picked up the Broken Baby Puppet, you can return to the Weeping Woman at Elysion Boulevard to complete her quest. Speak to her at her window and she'll say that the puppet in your possession is her baby, Elena. You will then be met with a Lie System scenario. The Weeping Woman will ask you whether you think her baby is cute, to which you can reply that the baby in her possession is a puppet, or lie, saying that her baby is cute. If you Lie to her, she'll be happy and thank you by rewarding you with the Feel Record and a Vivid Ergo Fragment. Lying to her will contribute to Pinocchio's Humanity.

 

Playing the whistle for Toma

While you're at Elysion Boulevard, you can also visit Toma to complete his quest. Head to his window and use the Faded Whistle while you're standing nearby. Toma will recognize the sound of the whistle and will give you a Radiant Ergo Fragment in exchange for letting him hear it again.

 

Visiting Geppetto at Hotel Hrat

With the Krat City Hall cleared, Geppetto can be found at Hotel Krat. Head up the stairs behind Sophia and head to the furthest room in the middle of the floor. When you speak to him, he'll point you towards Vengini Works, the factory beyond Elysion Boulevard, next. He'll also teach you how to use the P-Organ found in his room and warn you against telling anyone about Hotel Krat, especially Stalkers and Alchemists. You'll be given the Krat City Hall Courtyard Key, allowing you to progress further.

 

Heading to the Factory

Teleport back to the Krat City Hall Courtyard Stargazer. Head into the building you found Vengini's Guide in. Take a right, then head forward rounding the next corner. At the end, you'll be able to unlock the gate with the key Geppetto handed over to you. When you emerge, you'll find yourself at the Workshop Union Entrance.
